Sheri Bonstelle, partner in the Firm’s Government, Land Use, and Environmental groups, recently published an article in the Daily Journal, “AB 130: CEQA exemption accelerates urban infill housing and cuts development costs.”
In the article, Bonstelle looks at California legislation AB 130 that provides a statutory exemption for discretionary review of housing development projects in urban infill areas under the California Environmental Quality Act (CEQA). The bill is a game-changer for reducing time, cost, and risk, and encouraging private investment in affordable housing development. Gov. Newsom signed the budget trailer bill, and it became immediately operative on June 30, 2025, as part of a larger package of housing bills.
